What do I do to add a border in PS?

take out the rectangular marquee tool
select around the sig
right click > choose "stroke"
add a 2 point white stroke
select around sig again
right click > choose "stroke"
choose a 1 point black stroke

Make sure you make a new layer first.

A quicker, easier way to do it:

Edit->Stroke.
