this ones alittle harder so ill go into more detail

1.take your images and stack them like this, top layer being the bg

2.now duplicate each layer
3.give each duplicated layer a gaussian blur with these settings

4.now go to filters animation optimize for gif
5.now go to dialogs, layers, you should see something like this

6.now you want to edit the speed of the animation by right clicking on the layers, and going to edit layer attributes
7.make it so all the unblured layers are set to (1500ms),and all the blured layers to(100ms)
8.once all layers are set go to filter, animation, playback to see if the animation works
9.if it works save it as a gif,and your done

heres my result:

It doesn't work for me. I got it to animate on GIMP, then I upload it, and it doesn't work.
